Plastic in today’s time has been a growing concern in the market. With everything being wrapped in plastic the disposal system of same still stands very weak. To overcome the same the Central Pollution control board has come up with a order which states that anybody who is importing or manufacturing plastic or selling plastic packaging with their brand name on it has to get a nominal percentage of it recycled by a CPCB Authorized plastic recycler. What is Plastic EPR?
Plastic EPR is an authorization which is mandatory for PIBO’s to carry out smooth functioning of their business. PIBO is elaborated further wherein P stands for Producer of Plastic Packaging, I stands for Importer, wherein anybody who is importing their product which is wrapped in plastic packaging and BO stands for Brand Owner where in the company is printing their brand name on its plastic packaging.
What are the categories in Plastic EPR?
Plastic EPR is classified into 4 categories,
1. Rigid Category wherein everything and anything which is hard in nature and cannot be moulded into any shape and size can be considered into this. For eg. Drums, Bottles, Tiffin,
2. Flexible Category wherein the plastic packaging can be moulded into any shape and size given its flexible nature. For eg. Bubble Wrap, Shrink wrap etc.
3. Multi Layered Packaging – A type of plastic packaging where a brand uses another layer of packaging along with plastic. For eg. Tetra Packs
4. Compostable Packaging – A type of plastic packaging which is made from bridgeable material, for eg. Corn, Jute, Starch etc.
These are 4 types of packaging which is classified in the EPR for Plastic.
What is the Process of acquiring Plastic EPR Registration?
Plastic EPR Certificate is issued after registering a company online. The central Pollution Control Board has made a portal wherein the companies can get themselves registered after filing up all the necessary information and declarations required. What is the Validity of EPR Authorization?
The plastic EPR is issued for a period of 1 year, after 1 year you can renew it for 3 years and after 3 years it has to be renewed for 5 years.
What are the documents required for Plastic EPR Authorization?
- PAN, GST, CIN,
- IEC (for importer) of the Company
- Aadhar / PAN of Authorized person
- DIC Registration (if the unit is registered with DIC)
- Process flow diagrams (for producers & PWPs only)
- Consents issued by SPCB/PCC (if the unit has a production facility)
- Scanned copy of signatures of authorized persons.
- Covering letter
- Geo-tagged pictures of raw material storage area, production area, product dispatch area, and plant machinery (in case of PWPs only)
- Documents regarding any other information that the unit wishes to provide.
- Last 2 financial years import or manufacturing data of Plastic Packaging.
What are the Post Compliances of Plastic EPR?
There are 2 compliances which a company needs to take care off, firstly being annual sales return, where the company needs to provide annual import/sales/manufacturing data on the Centralized EPR Portal and second being the recycling where the company needs to make sure that the they meet the targets which are allocated to them by the department. The credits for same is issued by CPCB authorized recycler online.
